Historical overview

What it was. Shir 1 and Shir 2 were linked British export designs in the FV4030/Project 4030 line. The program began as an Iranian-funded path beyond the Chieftain: first an interim Chieftain derivative with a modern 1,200 hp-class engine and gearbox, and then a new vehicle with Chobham composite armour. The most secure official snapshot is the June 1979 Cabinet memorandum on selling tanks to Jordan, which describes a three-phase Iran program: 193 Chieftains delivered; 125 Shir I vehicles in various stages of completion; and 1,255 Shir II vehicles planned, with material already assembled for the first batch of 250. Why it mattered. The program converted a vulnerable export cancellation into the basis for two different legacies. The Shir 1/Khalid route kept ROF Leeds building modernized Chieftain-family vehicles for Jordan. Shir 1 was not a revolutionary tank; it was a pragmatic Chieftain export modernization aimed at solving mobility and reliability. Shir 2 was much more important: a customer-funded bridge from Chieftain to Challenger. Doctrine and battlefield lessons. By the late 1970s, NATO and NATO-aligned armies were adjusting to increasingly lethal anti-tank guided missiles, improved Soviet guns, and the need to fight at longer ranges. The British 120 mm rifled gun remained respected, but protection and mobility could not stand still. Composite armour was the key technological break: in 1978 the British minister responsible explicitly linked the Shir tanks for Iran with Chobham armour and said that putting such armour into existing Chieftains would require a new shell and turret. Phase II developed and produced 125 Shir I tanks, described as improved Chieftains with a new engine and gearbox. Shir 1 was the interim mobility solution. The official 1979 Cabinet memorandum characterizes Shir I as “basically Chieftain with a new engine and gearbox” and explicitly says it did not use Chobham armour. Detailed dimensions, armour layout, fire-control subvariants, and exact build states rely on secondary public summaries or inference from Chieftain/Challenger lineage. Shir 1 and Shir 2 preserved the conventional British MBT arrangement: driver in the hull front, turret fighting compartment amidships, and engine/transmission at the rear. Production, operators, and combat record

The Jordan memorandum states that the factory urgently needed orders after Iran cancelled approximately 1,500 tanks under order, because retaining technical skills was necessary for any future British tank production.
